Dubai Buying Guidelines Explained.

Having enough money for a property deposit does not necessarily mean you have enough money to buy comfortably. Transfer costs, mortgage repayments and the cash left after completion can change the answer.

The rule of 3 in real estate can refer to several different ideas: the 30/30/3 affordability guideline, a 3-3-3 readiness checklist, comparing three properties or transactions, and Dubai’s three-broker restriction for resale advertising.

These concepts serve different purposes. The first three are informal decision aids; the listing restriction concerns how a property is marketed. Understanding the difference helps you ask better questions before committing to a purchase or sale.

What Does the Rule of 3 Mean?

For buyers, the most useful sequence is to establish a budget, check cash reserves and investigate the asking price. Sellers also need to understand the listing arrangements.

How the 30/30/3 Rule Works

The 30/30/3 guideline published by Financial Samurai combines three benchmarks: keep mortgage payments within 30% of gross income, hold savings equivalent to 30% of the purchase price, and look for a home costing no more than three times annual household income.

Its savings example allocates 20% to the down payment and 10% to a cash buffer. Dubai acquisition costs make it important to calculate what actually remains after completion.

Apply the guideline to the full household budget

For a Dubai purchase, a useful adaptation is to compare total recurring ownership costs with income. Include the mortgage, service charges, insurance and an allowance for repairs. Record utilities and cooling costs in the household budget too.

The three-times-income benchmark is a starting point, not a verdict. A household earning AED 40,000 monthly earns AED 480,000 annually, giving a benchmark purchase price of AED 1.44 million.

A higher price requires closer examination of savings, debts, income stability and repayments. A lower price does not automatically make an unsuitable property affordable.

As with the Rule of 7 in real estate, a shortcut is most useful when you understand the assumptions behind it.

How This Differs from UAE Mortgage Requirements

The Central Bank of the UAE regulates mortgage lending. The standard debt burden ratio, or DBR, limits total debt repayments relative to recognised income; it is generally 50%, with specific exceptions. This is different from a personal housing budget.

For expatriates in the first owner-occupied property category, the regulatory maximum loan-to-value ratio is 80% for properties valued at AED 5 million or less, and 70% above that threshold. Eligibility and the lender’s assessment still matter. Other purchase categories have different limits.

Do not assume a bank will advance its maximum. Request a written assessment covering existing loans, credit-card facilities, accepted income, valuation and repayment terms. Non-residents should confirm their lender’s requirements rather than applying a resident deposit assumption.

Mortgage pre-approval also does not establish that the purchase leaves an adequate emergency fund. That requires a separate calculation.

A Dubai Buying Example: What Remains After Completion?

Consider a hypothetical resident household buying a ready apartment to live in. These are budgeting assumptions, not current mortgage offers or a quotation for a particular property.

Step 1: Calculate the cash needed

Assume a purchase price of AED 1.5 million, savings of AED 450,000, and an approved mortgage of AED 1.2 million.

Cash itemIllustrative amount
Deposit: 20% of purchase priceAED 300,000
Sale-registration fee: buyer assumed to bear the full 4%AED 60,000
Agreed agency commission: assumed 2%, plus 5% VAT on that commissionAED 31,500
Registration service-partner fee: AED 4,000 plus VATAED 4,200
Combined allowance for mortgage registration, bank processing, valuation, documentation and initial setupAED 14,300
Total cash allocated to purchase and setupAED 410,000
Savings remainingAED 40,000

DLD’s sale-registration fee schedule lists 2% for the seller and 2% for the buyer. This example assumes the buyer agrees to bear both shares. Confirm the allocation in the transaction documents.

The agency percentage is an assumption about the agreed commission. The AED 14,300 is a planning allowance, not an official fee: replace it with itemised quotations. Furnishing, renovations and temporary accommodation would need separate provision where applicable.

The household has saved 30% of the property price, but only AED 40,000 remains available as a reserve.

Step 2: Test monthly ownership costs

Assume a repayment mortgage over 25 years at an illustrative annual interest rate of 5%, with monthly payments and no fees added to the loan.

Monthly itemIllustrative amount
Mortgage repaymentAED 7,015
Service charges, annual cost divided by 12AED 1,250
Insurance allowanceAED 200
Maintenance provisionAED 500
Total monthly ownership budgetAED 8,965

This represents approximately 22.4% of AED 40,000 gross monthly income. It excludes daily living expenses and utilities. Service-charge invoices may also fall due less frequently than monthly, so money needs to be set aside before payment dates.

At an illustrative 7% rate over the same original term, the mortgage repayment would be approximately AED 8,481 and the ownership budget AED 10,431. This is a comparison of two scenarios, not a forecast or a calculation of a future rate reset.

Step 3: Check the reserve separately

Suppose the household chooses a reserve covering three months of ownership costs plus three months of other essential spending. Assume those other expenses, including utilities, are AED 8,000 monthly and exclude the ownership costs above.

  • Three months of ownership costs: approximately AED 26,895.
  • Three months of other essential spending: AED 24,000.
  • Combined reserve target: approximately AED 50,895.
  • Cash remaining after purchase: AED 40,000.
  • Reserve shortfall: approximately AED 10,895.

Monthly repayments look manageable under the assumptions, yet the household misses its own reserve target. It could save more, reconsider the price or review its plans before proceeding.

Three months is a chosen planning period, not a guarantee of financial security. A household relying on one income or facing uncertain employment may need a larger buffer.

What Is the 3-3-3 Rule in Real Estate?

There is no single consistent definition. Published versions combine different reserve amounts and buying checks.

For this guide, a practical checklist is:

  1. Calculate three months of essential non-housing expenses.
  2. Calculate three months of ownership costs separately.
  3. Inspect and compare at least three suitable homes before deciding, where sufficient options exist.

This is an adapted checklist, not a lending rule. Avoid counting the same expense twice, and increase the reserve period when your circumstances require it.

For a rental investment, also examine vacancy, letting costs, repairs and the timing of rent receipts. A homebuyer’s income-based affordability ratio does not establish whether a rental property generates satisfactory cash flow.

How to Use Three Comparable Sales

An asking price tells you what a seller wants. A completed transaction provides evidence of what a buyer paid. Three relevant transactions can be a useful starting point, but their quality matters more than the number alone.

The same distinction matters when reading whether Dubai property prices are falling: a citywide measure cannot determine the value of one apartment.

When reviewing DLD transaction records, investigate:

  • Building and location: Compare similar buildings and surroundings, preferably within the same development where evidence permits.
  • Area and layout: Use a consistent measurement basis and consider usable space, balconies and bedroom configuration.
  • Condition and running costs: Check refurbishment, maintenance needs and service charges.
  • Floor, view and surroundings: Consider the specific outlook and nearby construction rather than assuming every unit receives the same premium.
  • Tenancy and timing: Investigate occupancy, lease terms, transaction dates and unusual sale circumstances.

For apartments in Jumeirah Village Circle or Dubai Land Residence Complex, start with building-level evidence rather than relying on the community name. In Dubai Creek Harbour, investigate the actual view and orientation before treating two homes as equivalent.

An older, closely matched sale may be more useful than a recent transaction involving a different property. Expand the evidence when necessary and explain adjustments. Professional valuation practice recognises that comparables rarely match perfectly.

Dubai’s Three-Broker Restriction: Form A and Advertising

Dubai resale advertising is subject to a separate three-broker restriction. Property Finder’s Trakheesi guidance states that the same resale unit cannot be advertised by more than three brokers simultaneously.

Form A is the seller–broker agreement; it is not the advertising permit itself. DLD links the marketing agreement to the permit process.

For sellers, review the agreement’s duration, commission, marketing terms and cancellation provisions before signing. Coordinate the advertised price and property details across appointed agencies. The maximum does not mean every owner needs three brokers.

For buyers, ask the agent to confirm their authority, the listing’s current availability and the applicable advertising permit. Authorisation does not guarantee that the seller will accept an offer or that every advertised detail is correct.

Sold-property advertisements must be removed. Do not assume every portal listing disappears automatically. This restriction concerns advertising a particular resale property, not an owner’s total property holdings.

Applying the Guidelines to Off-Plan Property

A developer payment plan needs a dated cash-flow schedule. List every instalment, registration cost and expected handover expense alongside the money available when each payment falls due.

Test whether you can complete without an early resale or an assumed future mortgage. If borrowing at handover forms part of the plan, obtain advice on eligibility and the risk of a lower valuation or changed circumstances.

Keep completion costs separate from emergency reserves. Furnishing is an additional cost only where the delivery specification and your intended use require it.

Frequently Asked Questions

Is the rule of 3 a legal requirement in Dubai?

The affordability and property-comparison guidelines are informal. Dubai’s three-broker resale-advertising restriction is separate and concerns marketing arrangements.

Is a 20% deposit enough to buy a property?

A deposit is only part of the required cash. Add transaction costs, relevant financing and setup expenses, then check the reserve remaining. Confirm that the proposed loan is available for your circumstances.

What happens if the bank valuation is below the purchase price?

The financing available may be lower than expected. For example, if a lender advances 80% of a valuation of AED 1.4 million, the loan is AED 1.12 million. Against a AED 1.5 million price, that leaves AED 380,000 to fund before transaction costs. The actual offer depends on the lender.

Does comparing three listings establish market value?

No. Listings show asking prices. Review relevant completed transactions, investigate differences and use additional evidence where necessary. This research does not replace a lender’s valuation.

Is Form A the same as an advertising permit?

No. Form A records the seller–broker agreement. The advertising permit is a separate part of the marketing process, linked to the agreement.

Can an affordable property still be a poor investment?

Yes. A manageable purchase budget does not establish tenant demand, satisfactory returns or an easy resale. Assess the property’s income prospects, costs, condition and exit options separately.

Make the Numbers Work Before Making an Offer

At Guardians Prime, our recommendation is to use these guidelines to organise your questions: Can you complete the purchase, carry the ongoing costs and retain an appropriate reserve? Does transaction evidence support the asking price?

If you are comparing homes or preparing a sale, contact Guardians Prime Real Estate with your budget, preferred communities and timeline. We can help you review property options, comparable transactions and ownership costs before deciding on your next step.
