Two apartments can have the same purchase price and annual rent yet leave their owners with different amounts after expenses. Service charges are one reason: the cost of maintaining a building does not disappear when a listing advertises an attractive rental yield.

For a buyer planning to live in the property, the question is equally practical. What will it cost each year to keep the building and its shared facilities operating, and what must you pay separately?

To check Dubai service charges before buying, look up the latest available approved budget through DLD, reconcile it with the unit’s invoice, and request an up-to-date account statement. These answer three different questions: what has been approved, what the unit has been billed, and what remains unpaid.

Updated: 21 October 2026. The financial example below is hypothetical and is not a quotation for a particular building.

How to Check Dubai Service Charges Online

Use the DLD Service Charge Index

Open the official DLD Service Charge Index.

  1. Select the Service Charge Index tab.
  2. Choose the registered project.
  3. Select the appropriate usage, such as residential.
  4. Choose the available budget year.
  5. Complete any displayed verification and select Calculate.

The page also provides title-deed and map-based search options. Where a result is available, check its project, usage and period, then save the PDF. The index warns that its result excludes arrears. [1]

For Dubai REST, open Services → Service Charge Index. DLD’s app guide describes searching by project, usage and year, with a map option. Labels may change between app versions. [2]

If you cannot find the building

Ask the seller or management company for the exact registered project name and relevant tower or component. A marketing name may not identify the correct budget.

Try earlier available years, but do not assume an older rate still applies. Request the latest approval and invoice directly if the current entry is missing. An empty search result does not establish that there are no charges.

If a project has several components, ask management to identify which one applies to the unit and explain any separate shared charges.

What Are Service Charges, RERA and Mollak?

Service charges fund the management, operation and upkeep of jointly owned property. Depending on the project, the budget can include cleaning, security, maintenance, shared utilities, insurance, administration and reserve contributions. DLD distinguishes these from usage charges for facilities within a master development. [3]

RERA is the Real Estate Regulatory Agency. Mollak is DLD’s system for overseeing jointly owned property service-charge administration, including approved accounts and payments. [4]

Article 27 of Dubai Law No. 6 of 2019 requires RERA approval and provides for audit-firm review of budgets. It also permits temporary budgets approved by RERA. Ask which approval supports the invoice you are reviewing. [5]

Understand What the Budget Covers

Read the components before comparing the total. Similar annual bills may fund different services.

Component to examineWhat to investigate
Day-to-day operationsStaffing, cleaning, maintenance contracts, shared utilities, insurance and management
Reserve contributionPlanned major repairs and replacements, existing funds and future commitments
Master-community chargesWhich wider facilities are funded and whether the amount is already included
Cooling and other utility itemsWhether they concern shared areas, individual homes or both
Separate adjustmentsThe reason, period and supporting approval or contractual basis

Avoid counting the same charge twice. If the building budget already includes a master-community contribution, establish whether another quoted amount is additional or simply repeats that component.

For background on the distinction between a community and an individual development, see our Nakheel projects and communities guide.

A reserve percentage does not prove financial health

Ask for the available reserve balance, planned works, estimated costs and funding plan. A contribution that looks generous as a percentage may still be insufficient for an ageing building’s equipment.

Article 30 allows additional approved funding from owners where reserves cannot cover emergency expenses. [5]

The practical question is: what work is expected, and how will it be funded?

Reconcile the Rate With the Unit’s Actual Bill

Do not stop at the headline AED-per-square-foot figure.

Ask management to reconcile the unit’s chargeable area and allocation with the approved budget. Confirm how balconies, terraces, parking and different usage categories are treated. DLD’s calculator flags balcony-specific treatment, so avoid assuming every advertised square foot attracts an identical charge. [1]

Also check:

  • Area units: A rate per square foot must be applied to an area expressed in square feet.
  • Billing period: Establish whether the invoice covers a quarter, another partial period or a full year.
  • Tax presentation: Identify any applicable tax shown separately and whether quoted totals include it.
  • Adjustments: Separate current charges from earlier balances, credits and corrections.

If the amount does not reconcile, request a written breakdown before relying on it in your purchase budget.

Three documents, three different answers

DocumentWhat it helps establish
Approved budget or index resultThe approved charges and relevant period
Unit invoiceThe calculation and amount billed for that unit
Account statementCharges, payments, credits and the outstanding balance

A payment receipt alone is not the same as a current account statement. It confirms a payment, rather than every obligation affecting the account.

How Service Charges Affect Your Rental Return

Consider two hypothetical apartments, each bought for AED 1,200,000 and rented for AED 90,000 annually.

Assume their annual service-charge bills are AED 11,900 and AED 22,800. These are illustrative invoice totals; they are not calculated from an assumed universal balcony or area formula.

Financial itemApartment AApartment B
Purchase priceAED 1,200,000AED 1,200,000
Annual scheduled rentAED 90,000AED 90,000
Gross rental yield7.50%7.50%
Assumed annual service charges−AED 11,900−AED 22,800
Rent remaining after service charges onlyAED 78,100AED 67,200

Apartment B leaves AED 10,900 less each year before other expenses. That difference equals approximately 0.91 percentage points of the purchase price.

These figures are not net rental income. A fuller calculation must allow for vacancy, repairs, management, owner-paid utilities and insurance, followed by financing and applicable investor taxes.

For the broader calculation, see our Dubai property investment guide.

Does the higher charge provide enough value?

Holding other modelled costs equal, Apartment B would need AED 10,900 more annual rent to offset the difference. Higher rent can also increase rent-linked expenses, so this is a simplified comparison.

Higher charges may support services that occupants value. Lower charges may reflect simpler facilities—or costs that arise elsewhere.

Compare the total ownership experience, achievable rent and maintenance condition. The cheapest annual bill is not automatically the strongest purchase.

Check Cooling Separately

“Chiller-free” is a marketing description that needs clarification.

Request a recent cooling bill, the relevant contract and written confirmation of what the building charge includes. Empower’s customer agreement, for example, distinguishes demand charges from consumption charges. [6]

Establish:

  • Who pays capacity or demand charges.
  • Who pays metered consumption.
  • Whether the budget includes apartment cooling or only shared-area cooling.
  • Which charges continue during vacancy.
  • Whether billing or other fees apply.

For a tenanted property, compare those arrangements with the lease. Do not deduct tenant-paid consumption from the owner’s income model, but do include obligations that remain with the owner.

Comparing Apartments, Villas and Off-Plan Homes

Apartments and villas have different maintenance responsibilities

A villa’s community charge may be lower while its owner pays separately for equipment and surfaces that an apartment building maintains collectively.

Budget for the specific property’s cooling equipment, waterproofing, external finishes, landscaping and private pool, where relevant. Confirm responsibility for each item rather than applying a fixed percentage of the purchase price.

An older villa and a recently completed home can have very different repair needs, even within the same community.

Off-plan estimates need a separate assessment

Request the estimated service charge, its calculation basis and the relevant SPA or disclosure provisions. Establish whether the amount is an estimate, a contractual commitment or an approved budget.

Ask:

  • Which services and reserve contributions are included?
  • Are cooling or master-community costs separate?
  • When do charges begin under the applicable documents?
  • How can the amount change?
  • Is an approved budget already available?

Compare completed projects with similar facilities, size and operating arrangements. The same developer’s name alone does not make two buildings comparable.

If considering homes in Dubai Land Residence Complex, use the community guide for location context, then investigate the specific project’s ownership costs.

Check Arrears and Agree the Resale Adjustment

Article 32 gives the management entity a lien for unpaid service charges and restricts disposal until payment. It provides for enforcement after a RERA-approved written notice and a 30-day payment period; a judge may order an auction where necessary. [5]

Before signing Form F, request a current account statement and clarify the clearance procedure with the relevant developer or management company.

Record who is responsible for:

  • Outstanding charges and adjustments relating to the seller’s ownership.
  • Amounts paid in advance.
  • Charges falling between the statement date and transfer.
  • Later-issued adjustments relating to an earlier period.

Agree the effective date and method for any prorated reimbursement. Refresh the account position near completion; an older statement may no longer show everything due.

Guardians Prime’s Pre-Offer Checklist

A useful service-charge review should produce a small evidence pack:

  1. Latest available approved budget, with the correct project and usage.
  2. Earlier comparable budgets, where available, to investigate changes.
  3. Unit invoice and account statement, reconciled to the calculation.
  4. Cooling arrangements, showing owner and tenant responsibilities.
  5. Available maintenance and reserve information, including planned major work.
  6. Purchase-contract provisions, covering clearance and adjustments.

A change between years is a reason to ask questions, not proof of poor management. Check whether it reflects a different period, changed services, utilities or planned work.

Use our Rule of 3 in real estate guide to compare shortlisted properties consistently.

Finally, inspect the shared spaces. Look at lift reliability, visible water damage, equipment condition and the handling of maintenance complaints. Appearance alone cannot establish financial health, but unresolved physical problems deserve investigation.

Frequently Asked Questions

Can I check service charges without owning the property?

The DLD website offers a project-based search alongside its title-deed option. You can use published information when shortlisting, then obtain the unit documents from the seller.

Who is responsible for service charges?

Article 25 places the obligation on the owner. Keep building charges distinct from tenant utility bills and any separate contractual arrangements.

Does a vacant apartment still incur service charges?

Vacancy does not remove the obligation to pay approved charges. An owner also cannot avoid them simply by choosing not to use shared facilities.

Can service charges increase?

An earlier budget is not a permanent price guarantee. Ask for the approval supporting the revised amount and a breakdown of the change.

What if an invoice appears incorrect?

Request the approved budget, calculation and account history from management. If unresolved, DLD provides guidance and complaint channels, including Dubai REST for relevant building-service complaints. [3]

Is a low service charge always better?

No. Compare included services, separate bills, maintenance condition and future funding needs. A low rate can be attractive, but only when the wider ownership budget is understood.
